Statement from PCC Matthew Barber on the independent review into the policies and procedures relating to Equality, Diversity and Inclusion at Thames Valley Police

When the news broke that Thames Valley Police had lost an employment tribunal on race discrimination grounds against three white officers I made clear that the Force had acted unacceptably. At the time I announced an independent review.

I have now appointed Kerrin Wilson QPM to conduct that review, reporting back to me in the New Year. As part of this process I have asked her to look at the legal advice given to senior officers, the actions of those involved and to consider how Equality, Diversity and Inclusion (EDI) policy is being drafted and implemented within Thames Valley Police. I have also asked her to consider the impact of wider, national EDI policies on decision making within the force.

I have commissioned this independent review because I want to establish the unbiased facts about the circumstances that led to the employment tribunal, and changes in policy and approach that may be needed as a result.

This is an emotive issue that has caused concern for many. I am clear that Thames Valley Police got this wrong, as is clear from the tribunal’s judgment, but I want to establish why things went wrong. The review will look at the facts of the case, the conduct of those involved and the wider policies that are in place.

The findings and recommendations of the review will be published in the New Year.
